"These people know what they're doing," says President Michael Carter of the Shreveport Police Officers Association. "We lost a pay raise campaign a few years earlier because our organization thought it could run a campaign without help. But in 2002, both the police and fire unions interviewed political consulting firms from all over, and in the end we chose Media & Political Strategies (Free State Media Group) because they really understood our issue.
